Mesa 22.3.1 Released - Led By Intel & Radeon Driver Fixes

For those that prefer waiting for the first Mesa point release in a new series before moving to it, Mesa 22.3 is now on the table with Mesa 22.3.1 having been released on Wednesday.

Mesa 22.3.1 has a Mesa build fix revolving around building with the Direct3D 12 library, disabling AV1 decode support for Navi 24, NIR fixes, support for building the VDPAU state tracker with Virgl only, at least one GFX11/RDNA3 fix for RADV, YUV422 JPEG decoding with the RadeonSI VCN code, and a variety of other mostly Intel and RadeonSI/RADV driver fixes. It's a rather wide-range of fixes and workarounds for this first point release of the new quarterly series.

Meanwhile all the feature work on this collection of open-source user-space graphics driver code is going into Mesa 23.0 for release in late Q1.
