Ubuntu 16.04 vs. 18.04 Performance On Six Systems

The Golang performance on Ubuntu 18.04 was significantly better in some tests like the JSON parsing sub-test, thanks to the newer Go support on 18.04.

Or the garbage collection performance is another example of much faster performance on Ubuntu 18.04.

Though the Golang build time is slower, likely due to the increased optimizations.

The Java performance hadn't changed much moving from 16.04 to 18.04.
