With the new Blender 3.5 release, Blender continues to deliver better performance on Linux than Windows. We've seen this for CPU-based rendering as well as NVIDIA CUDA and OptiX workloads. Blender has long enjoyed better performance on Linux. For those after best performance, NVIDIA RTX GPUs with OptiX remains the fastest and most well-tested option for either OS.
