First up with BioShock Infinite, using the performance governor only led to one extra frame over ondemand for the average frame-rate but three frames higher on the minimum frame-rate... But switching to powersave does lead to noticeably lower performance.

With Deus Ex: Mankind Divided the powersave governor is the main outlier with its lower performance while schedutil/ondemand/performance all led to the same average frame-rate. Though note at 1080p while schedutil had the same average framerate as ondemand/performance, the minimum frame-rate was much lower with this scheduler utilization governor.
