But for some games like Unvanquished, AMD P-State with the schedutil governor was making way more conservative decisions than any of the other tested combinations.

It wasn't just a one-off occurrence but with other quality settings too when repeating the Unvanquished game benchmark, the AMD P-State Schedutil configuration was leading to much lower results on both laptops.
