Radeon DPM is already enabled for most graphics cards by default with the Linux 3.13 kernel while for the "CIK" GPUs it will be enabled by default with the Linux 3.14 kernel sans a few problematic GPUs. Color tiling is also already enabled by default in the xf86-video-ati for most Radeon GPUs.
