The permanent solution was to enumerate names of themes, developer allows. This also would break gnome's own theming (they plan to add ability to force dark and hc themes), but system76 just doesn't care.
The funniest part is that gnome developers are disabling "theming" for end-users because that ability was abused by disto-creators who tried to mislead users into believing their disto isn't just slightly repackaged ubuntu. They was asked to stop doing this and they've ignored. But instead of thinking about their own behavior, system76 developer suggested to keep theming disabled for end users but make exception for people who caused problem.
