Makes it easier to implement DirectX on top or Vulkan

As for DXVK there was no efficient way to implement D3D11 stream output without transform feedback.
Some games relies on it. For example, before the transform feedback patches The Witcher 3 would have some graphical corruption for some monsters.

It was needed for dxvk's stream output feature, to implement certain direct3d11 features on top of vulkan: https://github.com/doitsujin/dxvk/issues/135
The lack of it caused mostly rendering issues I believe. For example certain things in unity games had been invisible (mostly stuff animated with a skeleton I believe) most likely because of it.

I always hoped transform feedback extension would land in time for MESA 18.3 ... Great news! Now a vast array of problematic games will be 100% playable with DXVK!

This extension should also help companies like Feral to port D3D11 games easier to Vulkan since now they can just map stream output functionality 1:1. Great stuff! A big thank you to everyone involved!

Vulkan, RADV and DXVK patches all provided the same day. One thing would have meant great news already, but this is impressive and very exciting :-)

                  Good job!
Anything that helps DXVK and other projects that loosen the dependency on Windows is great.

This release fixes the only major bug of DXVK, that used to make some games crash. So...No more Steam Output errors. Basically, every DirectX 10/11 game should be playable now on Linux without issues.
