You might still break user's flows. A distro essentially provides SDK for compiling against that distro. Most distros try to provide stable ABI for SDK...

The real problem here is of course that this would disconnect Fedora with Mesa and LLVM release cycles so you'd have fairly old drivers for last six ...

Also the atomic updates that rpm-ostree has means that you will have less dependency issues updating over longer distances since it no longer matters...

I got Raven Ridge (Ryzen and Vega) last Spring and not regretting the choice. For discrete I'd probably buy Vega too at this point...

You do have some extra requirements for UWP apps though like registry isolation. It's probably not mandatory but means UWP apps will not worry as much...
