In the case of the RawTherapee RAW imaging program, there was a nice performance advantage to changing the governor but with much greater power draw that drove down the power efficiency.

Likewise for Intel's SVT-AV1 video encoder was around 5% higher performance with the performance governor but with more than a 20% drop to the power efficiency.
