Besides noting @novideo's note about LatencyFlex which works with non-nvidia hardware, it was contributed by nvidia, so didn't really require the the main developer(s) to do much beyond the normal pull request review process.

According to the author, it can happen. But there are no known cases so far. I've used it on Apex Legends for a years or so it should be pretty safe.
