      If I am understanding this correctly it allows you to run non-wayland DE's on top of wayland.

      IMHO something that should have been done by Wayland (weston) from day 0!!!!

                That is a meaningless question. A wayland compositor doesn't use Xorg. Mir is a Wayland compositor.

                  Wayland is a protocol, is not a piece of software and Weston have a completely different purpouse.
