Honest answer: It's meant to promote diversity in technology fields. It does this by encouraging new interest in being involved in the industry from those groups. All mentioned groups are under-represented in the industry (meaning that their numbers do not match those in the general population). White men are currently over-represented. You will notice Asian men are left out as well as they are also over-represented.

So giving special privileges based on race or gender isn't racist or sexist. Why not a merit based system or a contest for children/young adults. Political correctness will do nothing more or less than divide people along arbitrary lines. SJW's are nothing more than totalitarians.... Sorry for the rant.
