can you please say, this will allow you to transfer video decoding from the processor to the video card if the video card does not have codec support?

I think the goal is simply to expose whatever Vulkan Video capabilities the Vulkan layer advertises.

I don't know enough about Vulkan to say whether someone could write a software codec that runs on a GPU and still expose it as a Vulkan Video extension, but I think the extension, itself, is provided with the intent of simply exposing native hardware capabilities.
