I don't know what the issue is but it seems a lot of gcc13 "bugs" are caused by missing includes. See https://gcc.gnu.org/gcc-13/porting_to.html

Yes, I suspect that particular change is responsible for the issues I was seeing in several projects with GCC 13, e.g. ananicy-cpp and dxvk. I hope fixes will land soon but so far reactions were slow. I also found an ICE in 32-bit DXVK when using LTO but cannot be bothered to create yet another account and defer that to others (move on to Github/Gitlab issues already!). It's just great that every new release they fix some annoyances and introduce others.
