Will this make it into Fedora 22?

Most Linux distributions now use Plymouth as their graphical boot system / splash screen that leverages DRM/KMS kernel support. While many Linux distributions rely on Plymouth, there hasn't been a formal release in the better part of a year -- until yesterday...

Not true. Plymouth is not just a splash screen.

It could be slowing it down and in that case, I would file a bug report but just because you have a fast drive doesn't mean you don't want the other features. If you truly don't need it, then it is fine to disable it.

Might anyone know here how to solve the plymouth splash bug with Nvidia drivers on an Ubuntu machine? The bug where boot logs get written on top of plymouth splash.

Very useful on an encrypted SSD

On an encrypted SSD, Plymouth is very nice for handling the passphrase call. This is why for years Ubuntu has enabled plymouth in the initramfs when and only when cryptsetup is installed. This is also why cryptsetup-bin was split out so an otherwise not encrypted box would not have to change the boot process to handle encrypted flash drives and other external media.

Is it now UDEV aware? I remember reading old news about it, on my desktop system with Intel integrated and AMD discrete graphics it keeps showing a black screen because it renders on the wrong card.

Does it actually function as more than a splash screen on systemd as well? I would have thought systemd wouldn't need anything like that. That post does briefly mention systemd, but I don't think Steve (in 2013) is the right person to ask about that...

Doesn't really matter. If you want a splash screen, it's also useful to have slower bootup. Otherwise you won't see it.

Some people want it so it's better to include it on base distro.
