That's no indication that they will use that for 22.04
Multiple times in the past they had enough time to choose a more recent kernel and they didn't do it, choosing instead 1 version or 2 versions old kernel that it was LTS.
Knowing that 5.15 is the LTS kernel version this time and not 5.16, they might choose that as being a for-profit company, they always choose what is less maintenance for them.
Luckily the 5.16 kernel can be installed manually from that link or easier with Ubuntu Mainline Kernel Install third party too, but still some badly designed software like AMD proprietary drivers might refuse to install if it's not the original kernel version that Ubuntu 22.04 came with.
For that case it's important that Ubuntu comes with an up-to-date kernel as possible.
For booting the ISO file on newer computers for testing purposes, for installing it or to be used with persistent storage on the same pendrive it's also important to have an up-to-date kernel.
But we'll see if they continue like in the past or they improve something this time.
Honestly with the forced push of Snap crap they keep insisting with, I'm not even sure I care so much what they will do.

Wonderful, this is an amazing release!
Too bad Canonical will find again some excuse to not use it for the next Ubuntu version.
The next kernel seems to be great too, but I just hope that they will upgrade one more time the Zstandard to v1.5.1
Playing games from a BTRFS+Zstd compressed partition would probably be helped a lot by that.
