It's fully POSIX-compliant, so better than both of them in that regard. So yes. I run two Ceph filesystems at home and performance is pretty good.

Ceph encompasses multiple things, rados block devices, on the level similar to iscsi, i.e., block device over network.

second, it has its on version of a posix compliant network filesystem, on the level of nfs (probably what you had in mind) called CephFS

Third, it has tooling and services to run your own S3 compliant cloud object store.

All of the above is running on the rados object storage model.

CephFS does not seem to have inotify support:
