why do you still use buggy 5.4.0? and if you receive bugfixes, then cost of getting new kernel is zero, so it does not matter how much stuff it accumulated

Gentoo pretty regularly updates it. Latest is 5.4.29 that came out just now.

It's one thign to update existing kernel with minor version and another to go to new major version, along with eyeballing through new config, selecting and checking all the new and changed options and then recompiling all of the critical packages for new kernel.
(systemd, mesa, libdrm, iptables etcetc).
