Where else do you expect all the routing and NAT stuff needed for VPN happening? I personally would think that the place where all other routing and NAT stuff goes on is quite a good place for that.
Why does routing and NAT need to be in the kernel? It doesn't. It's just a lazy way to squeeze more performance out of it.
