    Their reasoning for that is sound, though. If it were enabled by default, sites could justifiably claim that the flag doesn't represent the will of the user, because the decision was not made by them - by making it opt-in, it's an explicit request from the user.

    Of course, the sites are still free to ignore it, regardless of the default. But making it an explicit opt-in makes it harder for them to justify doing so, if they care enough to try.
