      window NT memory management is just bad, literally from the early 1990s with 64bit (very badly) hacked over 32bit hacked over 16bit hacked over 8bit (e.g. NTFS) soaked in all the worst of 90s era corporate bureaucracy. I'm 100% sure office takes more opportunity than most to rely on it.
