Youtube offers H.264 only up to 1080p60, which is enough for me because my laptop only has a 1080p display. On my CPU (quadcore, ivy bridge) I can also watch 1440p (AV1 codec I guess) without issues but fans are running louder and CPU load is at 50%. 4K is sometimes doable but depends on the video I guess.

Downloading the videos ( YTDL or maybe using some alternative Youtube watch program) should have less overhead and allows at least me to play 4K smooth with MPV. YTDL was dead for some time but it looks like the project is active again, else use YT-DLP.

Of course not much help on other sites that don't use H.264 but my perception is, most still use H.264.
