There's Plasma themes for that. A whole bunch of them fit your criteria.
Even Win XP, Win7 or Win10 clones.

I wastn't aware of this.
I found and use and XP theme on Cinnamon looking at their online themes provided. but in KDE, when I tested it, I saw that there are only 2 themes available: white one (default and a dark one. I haven't seen a button or link to search for more.
I think I'll have to look again.

Plasma is not a DE. kde4 was the last DE.

In fact Kde 4 I never liked, I started to appreciate Kde when I went to Kde 5 Plasma 5. Kde 4 did not make any sense in my opinion.

Compositing problems is a very common issue in the Linux world. Tried out my Skylake IGP on Arch and Gnome, and guess what: Result wasn't perfect, desktop compositing ran with 75Hz but Firefox continued to run with 60Hz.

No need to always bash Plasma for things that are flawed in a much broader way.

I'm not talking about firefox. I'm talking about:

Kwin frame skipping.

Alt+tab not working.

Seeing how much KDE has improved the its developers attitude, I'm thinking in a year or two, I will be able to move completely from Windows 7 to KDE.
