It is proprietary. The NVDECODE API relies on N's proprietary hardware, the video decoding block (The Artist Formerly Known as VDPAU) and CUDA processors. I'm not sure which method is implemented on Linux via FFMPEG or GStreamer as there is no information regarding that, but it's assumed that it is CUDA. At this point, there is no control to use one or the other in mpv and I have no idea what has been implemented in the GStreamer update.
