Both. I mean 1080p is working out-of-the-box in Win10 VM using official Netflix Metro App or Netflix website opened in Internet Explorer (or Edge). 1080p is not working in different browsers like Firefox or Chrome (without unofficial hacks) even in "real" Windows because apparently there is some kind of agreement between Microsoft and Netflix to favourise Internet Explorer (Edge).

Unofficial hacks like netflix-1080p-firefox addon is working even in Linux host, but not on all content (probably there are some DRM bits that forbid more than 480p on "unsupported" OS like Linux) - especially on movies that are not directly related/produced/distributed by Netflix. But these movies are working fine in 1080p in Windows VM, so this restriction is not related directly to HDCP.

Even SkyShowtime - one of the most Linux unfriendly VOD (they block playback on Linux by purpose) - is working fine in Windows VM!
You can get Netflix 1080p in Linux browsers with browser add-ons which fake a Chromebook user agent.

Yes, but not all content is available in 1080p via this "browser extension hack". Especially movies that are not directly related/produced/distributed by Netflix will play in ~480p on Linux host even with 1080p extension hack enabled.

Google, how about HDR support first?

HDR is very slowly being worked on, IIRC the protocols for it is still in draft, gnome, weston, and cosmic are working on HDR triggering, which is at least a step in the right direction
