What's your source on that? Isn't the current rumor that NVIDIA will launch an AV1 encoder in their next consumer GPU line this year?

Intel has AV1 encode in their upcoming server GPUs... and that's not a rumor, its an announcement.

Now, whether its enabled in the consumer Arc cards is another matter, but AV1 encode almost certainly there on the die.
