Undoubtedly, I agree with you there. Our district hospital is still running Windows 98 on some of theirs too. There was a report only a couple of month ago on one of the retro computing based web sites of a school complex in Australia that still has a Amiga 2000 running their air conditioning.
All these scenarios though aren't really the norm, most of these machines don't have any internet access and the ones that do will have specialist firewalls and proxy's that are well maintained I imagine.
