Fractional HiDPI I am very excited about.

It belongs in the toolkit though. If the compositor does it, it can only produce bad results.

C++ is an expanded C so it is a special case and you don't need bindings, for pretty much anything else (including calling C++ from C) you'd need bindings.

You can write your the C bindings in C++ though, or write the C++ interfaces in a C-compatible way.
