So what? It works fine and compared to some other Quake engines is is actually quite standard compliant (Darkplaces for example).

P.S.: One man's messy code is another man's easy to understand code (to paraphrase another famous saying)

Thing is, it probably doesn't. At least not on all drivers. Vulkan is fairly low level, if you don't follow its spec stuff breaks very easily.
