      My latest Kubuntu 17.04 stays at 17.0.7 I don't understand the reason why no updates are available in the repositories.

          because ubuntu-based does not get them, except through additional repositories. One of the main reasons I left ubuntu-based for some Arch-based love two years ago.

              Because Ubuntu doesn't do major updates to mesa after official release, only bug fixes.
              Ubuntu 17.10 has mesa 17.2 and will release with 17.2.
              If you want more recent mesa than that provided by the official repos, you can add ppa's such as:
              https://launchpad.net/~ubuntu-x-swat...ubuntu/updates <-- "Stable", currently at mesa 17.1.8
              https://launchpad.net/~xorg-edgers/+archive/ubuntu/ppa <-- "Unstable", currently at mesa 17.2.0
              https://launchpad.net/~paulo-miguel-...e/ubuntu/mesa/ <-- Bleeding edge, straight from mesa git
