Off-topic: Shouldn't GL3.txt be renamed to GL4 or something as all drivers have achieved OpenGL 3.3 and OpenGLES 3?

Intel isn't quite there yet. The necessary changes for i965 is currently in review.

And Intel FP64 support is still MIA.

I wouldn't say MIA, it's just taking forever to review. Last update I believe was 2 week ago on the bug report:
