Nouveau devs have really strange priorities - instead of taking on showstopper-class bugs like lack of reclocking, nouveuau devs are implementing these superb GL 4.5 features or so (which is nobody going to use as there is no point to use GL 4.x at 20% of it supposed speed).

I think your primary mistake is in assuming that the developers are interchangeable. Implementing reclocking is a really different task than adding a GL 4.5 feature, and someone who is capable of doing one may not be capable of doing the other. So asking Illia (for example) to focus on reclocking instead of GL4.5 doesn't mean that gets done faster. It just means he's sitting around twiddling his thumbs and doing nothing.
