But I thought there was a frequency/voltage table in the video bios. Is it not possible for the driver to read this table ? It should prevent hardware breakage, but i'm not a hardware expert, I may be totally wrong :/

Also, how can end users help the developers? Is there any code/build we could actually test (without harming our hardware obviously), or is it still so far away? The feature matrix for Nouveau power management only says WIP (or MOSTLY if you don't have a Kepler GPU) ...
So, even if they have it mostly working, it's still not enabled by default because they can't be sure it will work for every card.
It's also something that it's slightly different for every card, you have to modify both the clock and the voltage, every card has at least a different frequency for core/shaders/memory, there are many kinds of memory (ddr2, dd3, gddr5...) ecc...
As for helping, I guess the best way is to drop in #nouveau (over freenode) and ask if they need some test. But considering they blocked manual reclocking in recent-ish kernel (without recompiling the kernel) I'm not sure that they want/need testing from users.
