Intel's P-State Driver Is Getting Better Tuned For Performance

Have applied the patch to kernel 3.15-rc3 and compiled it. Didn't reboot yet though.

But I'm with saski, Intel should have a look at PC states. I'm on a desktop so it's not that big of a deal, but still, it'd be nice to see states deeper than PC2 being used.
