How to enable Dynamic Render Clock on Intel GMA graphics

Anyone knows how to enable Dynamic Render Clock on Intel GMA graphics?
Because this will reduce power consumption.
My hardware/software specification is:
Kubuntu 11.04
CPU: Intel Atom n570
GPU: Integrated Intel GMA 3150

Temperature of GPU and CPU : 70C (It's very hot on linux, and cool on windows).
Any response will be highly appreciated.
