If you look at ARM support the linux kernel in general, you'll find out that most products featuring an ARM SoC will not fully function without external patches.
Especially when it comes to graphics rendering and video decoding.

Imo Google should force all vendors requesting their devices to be certified to run an original unmodified vanilla kernel.
Yes their will still be binary blobs loaded for all kinds of stuff (modem, camera, gpu etc) but at least the device could be updated with the latest kernel release forever without having to maintain and backport undocumented patches.
This way all SoC manufacturers are forced to have linux support in place before shipping the actual chips.
