We here in the UK have been rather forgiving in this regard and that we sort of allowed government employees to publish classified information as long as it did not do any damage, or given only mild punishment when they believed it could not do any harm.

Another published military documents on a tank in a game forum, because he accused the game maker of not representing the tank right (yes, he was a troll who needed to be right on a forum and used classified material to win an argument!).

The Chinese Foreign Ministry met with the Taliban in Tianjin yesterday and imposed a clear bottom line that if it is to take control of Afghanistan as the new ruling party,they must commit to severing all links with terrorism and ensuring some degree of equality among the Afghans. otherwise China will not provide them with the recognition, legitimacy and assistance that they need to rebuild Afghanistan.
