The 3900X doesnt hit the 4,6 Ghz yet on AGESA 1.0.0.3ab:

It is way ahead of the 9900K now. Only in gaming it is 8 % behind it, but there is still more to expect, once the Agesa versions get better.
I switched from a 2700X to a 3900X and theorethically that should be 45% boost. I can confirm that. When gaming my cpu needs to do dxvk conversion, wine translation, h.264 encoding and sometimes stream recording; but this thing has no issues to still let the games run at 120 fps. It doesnt even sweat, when the 2700X before was at its limit and 80 fps tops.
