Thing is that the throttling that they used (at least in that review, hopefully we're talking about the same thing) is based on execution of AVX-512 instructions, not only thermal throttling. You could run your CPU on Liquid Nitrogen and it would still throttle AVX-512 because it's designed that way.

Beats me why.

They probably didn't want to bother adding sensors in the affected area and the logic somewhere to do a proper throttling if it detects a localized overheat there.
