The HD4200 mentioned by the original poster will support HDMI-CEC.
According to the "Multimedia features" section of http://en.wikipedia.org/wiki/Radeon_R700 it supports xvYCC color space output over HDMI. According to http://en.wikipedia.org/wiki/HDMI this was introduced in HDMI version 1.3. HDMI-CEC has been in the HDMI specification since version 1.0, but only began to be used in consumer electronics products with HDMI version 1.3a. Version 1.3a also added new CEC commands and clarified others, with the most significant being volume control commands. CEC commands for timer control were also brought back in an altered form in version 1.3a.
Regarding the HD3200, the page at http://en.wikipedia.org/wiki/Radeon_R600 doesn't offer any clues as to which HDMI version these chips support.

Some more things I found regarding HDMI CEC support on Linux (still Realtek specific):
It seems development has stalled recently.
The xf86-video-ati drivers itself don't provide any HDMI CEC support at all, so it looks like it has to be done in the Kernel directly by tapping the I2C bus which is, what xtreamer/cecd do as far as I can see.

Looks like it's considered a board feature rather than a GPU feature, supplied by an external chip. This makes some sense, as the CEC bus has its own pin and wake-on-CEC is a common use case for the protocol. Granted, I think this is referring to "embedded products", but if anything I think they would be more likely than the desktop products to integrate something like CEC.

Thanks a lot! Now I just need to find a decent Radeon for my fileserver which doesn't consume too much power when not using it (as I'm only rarely using the fileserver as mediacenter - most of the time it just idles and serves files via NFS).
