What's the lowest power system these days that has 2x GigE? Odroid H3? Ideally 2x 2.5Gb, but only ideally I'll need to connect a SATA card as well to connect a bunch of HDDs.

It has 2x 2.5 Gbps Ethernet and a PCIe 3.0 x4 M.2 slot, which you can use for plugging a SATA controller card (yes, you can find SATA controller cards on a M.2 board!). Also, up to 32 GB of RAM.

The SoC is allegedly made on (probably Samsung) 8 nm, which portends good power-efficiency.
