Meanwhile, Debian Stable has been offering kernel 4.8 and mesa 12.04 for over a month now (through backports), and I just got 4.9 today.
Perhaps this is not true for other apps (e.g. no X server backports), but generally speaking it seems that Debian Stable has a better HWE flow than Ubuntu's.

How can you go to the HWE Stack and get the newer kernel and stuff?
After 16.04.2 is officially released of course, but how do you do that?
As far as I understood, you will stay on 16.04.1 and Kernel 4.4 if you don't upgrade manually right?
Will there be a message asking me to upgrae? Is there a option I have to check first? Do I have to use a command?

Ubuntu 16.04.2 LTS was supposed to ship in mid-January and then up until today was expected to be released on Thursday. But now it's being delayed at least one more week...
