So is based on cannonlake ported back to 14nm or a separate architectural update of Skylake-X?

According to WP it counts as an "Optimization" step, but those haven't previously added new instructions.

It's a Skylake-X (or rather the server variant of Skylake, since -X is just for HEDT) with slight modifications including support for Optane DIMMs. It's not Cannon Lake as that one turned out to be a ploy to stop investors from panicking about not having 10nm CPUs - the one released CPU model was horrible

As for adding instructions on the "Optimization" steps there is a precedent: Kaby Lake added the PTWRITE instruction.
