Treating two separate displays as a single display must be solved in each display server separately.
Ideally, it would be solved in KMS so it'd just work everywhere, but it'd be non-trivial to configure there in case you wish to keep them separate. The kernel command line isn't really userfriendly.

X.org should treat them as one display so that normal programs functions
as expected. For programs that would like to use them in a special way,
information should be provided in a non breaking way.
