The cheaper Xeons are actually quite often considered for gaming PCs. For example last months' threads about xeons on reddit's /r/buildapc:
Sure, there are arguments for and against it, but at least it seems like a viable choice.

Well Xeon brand is used for workstation processors as well - but usually together with ECC ram on a suited board. You could use a Xeon cpu on desktop boards too but then without ECC ram support (Skylake blocked that somehow).

Did not play it yet, but you need OpenGL 4 Redux. MLL was OpenGL 3.3, it ran with Intel but crashed pretty often. Even the old Windows Metro 2033 had Tesselation however.
