This is the very deep end of the very enterprise-y RAS/QoS and related technology stack. Only relevant if you are a cloud provider with piles of Xeon Scalable CPUs (in which case, you know all about this stuff already).

Frankly, I've no idea why Michael even reports on these things. Perhaps he doesn't understand what this is, either.
