What could be a solution is some collaboration with e.g. IFF/ FSF that would accept donations on behalf of the projects, handle formalities for a cut out of donations and give "legally washed" money to the project.

We accept donations through the Software Freedom Conservancy. It's rather hard to spend the money on development projects though: donations are not _that_ much so we could finance full projects, so what project and which developer should we spend it on?

You can hire in Eastern Europe - there the wages in programming are 25-35% of those in US For even less money, can you make a competition with $2000 prize for best upstream contribution or sth that goes in that direction? So it would not be "employment" but a reward for awesomeness.

I would expect general funds to be spent on core maintenance.

I think it would be helpful if the process were amended to allow donation to specific projects. Right now these are only possible under google's summer of code. There are lots of people who want specific work done (native code work, blob RE/removal, platform improvement, porting, etc) and would probably be more willing to donate to it specifically. Targets for funding could be set and the work begun when they are met, or some other system.

Any way you look at it, funding and for these projects and work done using it is work that would not have been done otherwise (or would have been deducted from unpaid manpower).
