Is it true 7900XTX total raw power close to RTX 4090?

Is it true 7900XTX total raw power close to RTX 4090 Navi31 RDNA3 once the tech/cores/ai will be fully and properly used?

I read some thoughts from some engineers, wan to get your opinion as well.

Of course, excluding RT, we know XTX isnt there yet on RT.
