ATi + ATi Hybrid Graphics with Catalyst?

Actually i was wondering - wouldnt it be possible to write driver which will be working as abstraction layer?

I think it's the way EFI should work in the future.

Or better: the OS will be an abstraction layer

Now hardware are connected and depends from OS, in the future it could be different.
Now if I use nVidia 8800 or Ati 5770 out of OS loading (for example: Partition Magic or OS installation) the card isn't using any driver and it's hotter.
